prior gaining separate representation, areas under jurisdiction of basilan represented under department of mindanao , sulu (1917–1935), zamboanga province (1935–1953), zamboanga del sur (1953–1972) , region ix (1978–1984).

even after separating zamboanga city , receiving own charter on 16 june 1948, city of basilan remained part of representations of province of zamboanga (pursuant section 42 of republic act no. 288) , of province of zamboanga del sur (pursuant section 7 of republic act no. 711).

the promulgation of presidential decree no. 356 on 27 december 1973 created province of basilan out of of territory of former city of basilan. city of basilan delimited downtown area of present-day isabela until p.d. 840 abolished city on 11 december 1975; former city s territory, along municipality of malamawi, merged municipality of isabela. new province represented in interim batasang pambansa part of region ix 1978 1984.

basilan granted separate representation first time in 1984, when returned 1 representative, elected @ large, regular batasang pambansa.

under new constitution proclaimed on 11 february 1987, province constituted lone congressional district, , elected member restored house of representatives starting same year.
