at imperial conference in london in 1937, australian government had agreed form war cabinet on outbreak of war. full cabinet approved formation of war cabinet on 26 september 1939. neither earle page s country party nor john curtin s australian labor party join in coalition government menzies united australia party, war cabinet consisted of:



robert menzies (prime minister , treasurer)
richard casey (minister supply)
geoffrey street (minister defence)
george mcleay (minister commerce)
henry gullett (minister information)
william hughes (attorney general)

in november 1939, department of defence split up. street became minister army, menzies became minister defence coordination, , 3 more ministers joined war cabinet:



james fairbairn (minister air)
frederick stewart (minister navy)
harry foll (minister interior)

following deaths of fairbairn, stewart , gullett in canberra air disaster, 1940 , loss of seats in australian federal election, 1940 war cabinet of october 1940 consisted of:



robert menzies (prime minister , minister defence coordination)
arthur fadden (treasurer)
john mcewen (minister air)
percy spender (minister army)
billy hughes (attorney general , minister navy)
harry foll (minister interior)
philip mcbride (minister munitions) (from 26 june 1941)

the government replaced labor 1 on 3 october 1941. new war cabinet formed, consisting of:

frank forde (minister army)
ben chifley (treasurer)
doc evatt (attorney general , minister external affairs)
jack beasley (minister supply)
norman makin (minister navy , minister munitions)
arthur drakeford (minister air)
john dedman (minister interior) (from 11 december 1941)

frederick shedden, permanent secretary of department of defence, served secretary of war cabinet, met regularly throughout war. held last meeting in canberra on 19 january 1946.
